Municipal Field Services Technician –Public Works  &  Stormwater

 

Position Overview

East Petersburg Borough is seeking a Municipal Field Services Technician to join our Public Works team. This dynamic new position provides hands-on support across multiple departments, including stormwater, streets, parks, and municipal facilities. This position’s primary focus is on public works operations, including streets, parks, municipal facilities, and equipment maintenance. In addition, the role will assist with stormwater infrastructure maintenance and compliance to support MS4 requirements and filling in where needed to keep projects on track.

Position Responsibilities

The Municipal Field Services Technician – Stormwater & Public Works will perform a variety of tasks to support East Petersburg Borough’s infrastructure and community services. This role is designed to be flexible and responsive, filling in where needed across multiple departments while maintaining a primary focus on stormwater operations. Key responsibilities include, not limited to:

Stormwater Management

  • Inspect, maintain, and repair stormwater systems in compliance with MS4 regulations.
  • Assist with stormwater infrastructure projects, including relining, cleaning, and emergency repairs.
  • Utilize digital mapping for facility inspections and PA-One call locating
  • Document inspections and maintenance activities accurately.

Public Works Support

  • Perform street maintenance tasks such as patching, signage installation, traffic signal fault analysis and seasonal operations.
  • Operate and maintain municipal equipment and tools safely and efficiently, including street sweepers, backhoes, skid loaders, chippers, mowers, weed eaters and blowers.
  • Operate snowplow and salt roads during winter weather events.
  • Assist in repairs and routine service on borough vehicles and equipment as needed.
  • Respond to emergency situations, including flooding, snow removal, and infrastructure failures.  Periodic off hour and on call duty.

 

 

Parks & Facilities

  • Maintain borough parks, playgrounds, and recreational areas, including mulching and landscaping.
  • Maintain the Community Center inside and out, including bathrooms and common areas.
  • Assist with event setup and facility preparation as needed.

Safety & Compliance

  • Follow all OSHA, PA DOT, Borough, and MS4 safety standards during field operations.
  • Conduct pre-operation equipment checks and report hazards promptly.
  • Use appropriate personal protective equipment (PPE) when required.
  • Maintain compliance with environmental regulations related to stormwater discharge and municipal operations.
  • Participate in safety training and emergency response drills as required.

Team Collaboration

  • Provide flexible support to fill gaps in staffing and ensure timely completion of projects.
  • Communicate effectively with supervisors and team members to prioritize tasks.
  • Attend educational seminars, webinars, classes, or conferences as directed by supervisors.

Requirements and Qualifications

  • High school diploma or equivalent; technical training in public works or stormwater preferred.
  • Valid PA driver’s license (CDL A preferred or willingness to obtain,  Training provided).
  • Ability to work outdoors in varying weather conditions and perform physical labor.
  • Skill in operating vehicles and equipment related to public works activities.
  • Skill in using standard office equipment, computers, including telephones, copiers and fax machines.
  • Ability to meet deadlines, work independently, and communicate effectively.
  • Ability to obtain certifications as requested by the Supervisor, Borough Manager, or Council.
